In view of current socio-political ambitions and regional dynamics in Albania as part of the Western Balkans, Co-PLAN, Institute for Habitat Development and POLIS University, introduce the first issue of the ‘Annual Review of Territorial Governance in Albania’. This is a platform aimed at furthering the research on territorial governance on a domestic and regional level, bringing together research and policy-influencing actors from the Western Balkan countries.

This annual publication is dedicated to the territory, given its intrinsic relation to resources, development, and consequently governance. The articles focus mostly on territorial or place-sensitive governance in Albania, but provide analyses and insights on the connections between national territorial frameworks and policies, and those in the European Union and in the Western Balkans, to enhance the domestic territorial governance (TG) and impact in a ‘unique voice’ the EU integration of the Western Balkan countries from a TG perspective.

On May 17-18, 2018, a workshop was held in Tirana with the aim to initiate a Western Balkan Network on Territorial Governance. Civil Society Organisations from the region (Kosovo, Macedonia, Serbia, Montenegro) and experts and researchers from various European Countries (Italy, Luxembourg, Hungary, Slovenia, Slovakia, Netherlands), expressed their interest to get involved and become part of this initiative with the intent to catalyze changes that develop and support innovations on better territorial governance for Western Balkan in line with its European Union ambitions. The mission of the Network is to catalyze changes that develop and support innovations on better territorial governance for Western Balkan in line with its European Union ambitions. Throughout the two-day workshop, with e series of presentations, discussions, consultations and reflections the participants concluded that the networks  mission would be achieved through tools and approaches that mirror macro-regional specifics and encompass, but are not limited to: dissemination of information and knowledge, addressing various audiences of professionals and decision-makers, establishment of living laboratories, networking and alliances, bridging with EU institutions, and establishment of evidence-based observatories on territorial development and governance.

On May 2019 the  Western Balkan Network on Territorial Governance will organize an event in Skopje and CEA will host the event.
