Center for Economic Analyses (CEA), contributed to the 8th Open Meeting of the LPSA Thematic Working Group on Subnational Finance on 5 November 2025.
The session featured insightful presentations on key topics shaping subnational finance and multi-level governance in Europe and the Western Balkans:
- “The state of subnational finance across Europe and the upcoming EU multiannual financial framework 2028–2034” – Marine Gaudron, CEMR
- “Implementation challenges and opportunities in multi-level governance in the Western Balkans” – Monika Kurian, SIGMA Programme
- “Recent fiscal decentralisation and regional development reforms in North Macedonia”– Vesna Garvanlieva Andonova, CEA
- “Central government perspective on fiscal decentralization challenges in the Western Balkans” – Fran Brahimi, Ministry of Finance, Albania
Vesna Garvanlieva Andonova, Senior Economist at the Center for Economic Analyses, presented key insights on fiscal decentralization and regional development in North Macedonia, highlighting persistent challenges such as central government dominance in fiscal authority, high reliance on transfers, and regional disparities. She also underscored the importance of strengthening local fiscal autonomy and improving own-source revenues to support sustainable local development.
