The brief examines key challenges in the management of local climate finance and highlights the need for greater transparency, accountability, and integrity throughout all stages of the budget cycle. It provides practical recommendations for introducing climate budget tagging, strengthening oversight and audit mechanisms, improving public procurement processes, and fostering meaningful public participation in budgeting decisions.

By integrating fiscal discipline, climate objectives, and anti-corruption mechanisms, local governments can improve the efficiency of public spending, achieve better climate outcomes, and strengthen public trust.
